It is possible to set the MIDI velocity of the fourth beat of a bar in all staves at once. To do this one can select the mass mover tool and do a partial measure select. Then go to the MIDI tool and set the velocity. IWBNI partial measure selection could be done in the MIDI tool itself. The MIDI tool does permit measure selecting, but only whole measure selecting.
