Rename Menu Item Select Layers as Select Active Layer

IWBNI the menu item View>Select Layers were changed to View>Select Active Layer because only one layer may be selected at a time by using this menu item and it is the active that is selected. This would be consistent with the terminology used in the menu item View>Show Active Layer Only.
